Q. What are the Pay on Promotion Arrangements for Nurses/Midwives employed in the Public Health Service?

Where a nurse/midwife is promoted to a higher grade s/he is placed on an appropriate point of the salary scale applicable to that grade. This process is known as assimilation. Depending on the circumstances a nurse/midwife may be placed on either:-

  • the minimum point of the new salary scale; or
  • the point on the new scale which is nearest but not below existing pay, plus one increment; or
  • the point on the new scale, which is nearest but not below existing pay, plus two increments.

The principal Starting Pay on Promotion Rules, which are laid down in Dept of Health Circular 10/71 are as follows:

(i)   Where the difference between a nurse’s/midwife’s existing pay and the first point of the higher scale is greater than the value of an increment on the new scale, the nurse/midwife would move from her/his existing scale to the first point of the new scale.

Example

A nurse on the 6th point of the staff nurse/midwife scale promoted to CNM1, would be assimilated as follows:

6th point of Enhanced Nurse Midwife = €47452
1st point of CNM1 Scale = €51933
Difference = €4481

Because the difference of €4481 is greater than the value of an increment on the CNM1 scale, the nurse/midwife would be placed on the 1st point of the CNM1 scale, i.e. €51933

The nurse's/midwife’s new incremental date is the date of promotion.

(ii)  Where the difference between a nurse's/midwife’s existing pay and the first point of the higher scale is less than the value of an increment on the new scale, the nurse/midwife would move from her/his existing pay to the 1st point of the new scale, plus one increment.

Example

A nurse/midwife on the 4th point of the CNM1 scale promoted to CNM2 would be assimilated as follows:

4th  point of CNM1 Scale = €55555
1st point of CNM2 Scale = €56353
Difference = €798

Because the difference of €798 is less than the value of an increment on the CNM2 scale, the nurse/midwife would be placed on the 2nd point of the CNM2 scale, i.e. €57,287 (first point of CNM2 scale, plus one increment).

The nurse's/midwife’s new incremental date is the date of promotion.

(iii)   Where a nurse's/midwife’s existing pay is greater than the first point of the higher salary scale, the nurse/midwife would move from her/his existing pay to the point on the new scale which is nearest but not below existing pay, plus one increment (except in the case of (iv) below).

Example

A nurse/midwife on the 7th point of the CNM1 scale promoted to CNM2 would be assimilated as follows:

7th point of CNM1 Scale = €59757
1st point of CNM2 Scale = €56353
Difference = € 3404

Because the nurse's/midwife’s existing salary is greater than the first point of the CNM2 scale by €3404, the nurse/midwife would be placed on the 6th point of the CNM2 scale, i.e. €62,187, (the point nearest but not below existing pay, plus one increment).

The nurse's/midwife’s new incremental date is the date of promotion.

(iv)   Where a nurse's/midwife’s existing pay is greater than the first point of the new salary scale, and s/he has been at the top of her/his scale for at least three years, the nurse/midwife would move from her/his existing pay to the point on the new scale which is nearest but not below existing pay, plus two increments.

Example

A nurse/midwife on the maximum of the CNM1 scale for 3 years or more promoted to CNM2 would be assimilated as follows:

Maximum of CNM1 Scale  = €61160
1st point of CNM2 Scale = €56353
Difference = €4807

Because the nurse's/midwife’s existing pay is greater than the first point on the CNM2 scale, and s/he has been on the maximum of her/his scale for more than three years, the nurse/midwife would be placed on the 8th point of the CNM2 scale, i.e. €65160, (the point nearest but not below existing pay, plus two increments)
