Following national meetings of nurse representatives in the Green Isle Hotel on the 27th June the Executive Council met today, Friday 30th June, to consider the proposed Public Service Stability Agreement.
At the time of meeting Council also received an update with regard to the recently agreed Safe Staffing Recruitment and Retention Agreement. Council expressed frustration at the slow progress made by the HSE on implementing key recruitment and retention initiatives which are key to the agreement.
Recruitment remains very low, retention continues to be problematic and the INMO have sought to ensure that the first quarterly report, due to be issued today to the Minister, reflects this reality. In the context of the tardy approach of the HSE with some employers pleading lack of finance and blocking the intended delegation of recruitment and retention to Directors of Nursing and Midwifery, Council, reflecting the frustration of nurses and midwives on the frontline, deferred consideration of the pay restoration proposals.
Before Council can contemplate a recommendation for or against the pay restoration proposals they will have to see significant progress on the implementation of the Staffing Recruitment and Retention Agreement.
The planned regional meetings for July are now postponed and will be rearranged for the 29th, 30th and 31st August and the ballot of all members will be conducted between 29th August and 14th September 2017.
