Termination of Pregnancy Services

Dear Colleagues,

We are conscious that members are concerned regarding the introduction of services and the implications on organisation of work, rosters, facilities and issues relating to conscientious objection.


The INMO is intensively engaging with the Health Service Executive in relation to the impending introduction of services relating to the termination of pregnancy.
In terms of this engagement, we are guided by the resolution, from our Annual Delegate Conference 2018, and by provisions of the Code of Professional Conduct & Ethics for Registered Nurses & Registered Midwives. We are also guided by the discussions we have had with representatives of relevant professional sections within our membership.


In the course of this engagement with the employer, we are seeking to ensure that services are introduced in a manner which respects the dignity of persons seeking services, respects the rights of professionals providing services, and ensures that a safe and appropriately staffed service is available.
We met with the HSE again this week, along with other Health Service Trade Unions, and we are awaiting further detail in relation to all logistical matters relating to the introduction of the service. There was some detail available at our recent meeting, however, much further detail is required.


On the issue of conscientious objection, we have made progress in relation to the HSE’s proposed policy on the scope of such objections and the processes around same. However, we feel that further progress is necessary, and we have submitted further amendments to the HSE.


We are acutely aware of the pressing nature of the introduction of services and we will be providing further and more definite guidance to our members next week following consideration of all the issues and the outcome of our discussions by the Executive Council.

We are also guided by the discussions we have had with representatives of relevant professional sections within our membership.

In the course of this engagement with the employer, we are seeking to ensure that services are introduced in a manner which respects the dignity of persons seeking services, respects the rights of professionals providing services, and ensures that a safe and appropriately staffed service is available.

Our discussions with the employer have led to a draft policy for all health service staff in relation to conscientious objection issuing last week.  We are currently engaging with the employer in relation to the contents of that policy, and we are seeking that the policy make provision for conscientious objection in accordance with both the Bill currently before the Houses of the Oireachtas, and the contents of the Code of Professional Conduct and Ethics for Registered Nurses & Registered Midwives.

We are currently, in conjunction with other Health Sector trade unions agreeing a means by which persons can make known their conscientious objection in a standardised, effective and confidential manner.  We are also seeking the introduction of a procedure which will allow a person only to have to make known their conscientious objection on a once off basis in any employment. Pending agreement of a national Policy/Procedure in this area we have asked all Directors of Nursing and Midwifery to refrain from asking questions about conscientious objection.

We are also working to ensure that the policy makes provision for non-penalisation for employees whether or not they exercise a conscientious objection.

Finally, we are also engaging with the employer in relation to the model of care in order to ensure that services are provided in a safe way, in appropriately staffed environments. 

These engagements are at an intensive stage, and we will update members further very shortly.
