Special Delegate Conference 26th Sept 2018
The Executive Council of the Irish Nurses & Midwives Organisation have called a Special Delegate Conference for 11.00am on Wednesday 26th September. The conference will be held in the Cusack Suite, Croke Park. The purpose of the Special Delegate Conference is to consider the progress of the emergency motion adopted by Annual Conference 2018, which is outlined below.
“That the Executive Council:
- Consider the outcome of the Public Service Pay Commission (PSPC) due late May/June 2018;
- In accordance with the Public Service Stability Agreements seek engagement with the Department of Public Expenditure & Reform within four weeks of its publication;
- Seek within these negotiations to secure improvements on pay and staffing recruitment/retention for members (nurses and midwives);
- On completion of this process to ballot members on the proposals and only recommend acceptance if substantial progress is made on both pay restoration and parity claims.”
The Executive Council are concerned that the Public Service Pay Commission have failed to issue its report on Staffing Recruitment and Retention for the Health Services at this point, and that the problems of recruitment and retention still persist. The open manifestation of these problems are the failure to fully implement the Emergency Department Agreement of 2016 and the Staffing, Recruitment & Retention Agreement with its funded workforce plan for 2018.
The sole purpose of the conference is to deal with the progress report and a motion which will be formulated by the Executive Council in respect of the progress or otherwise on the pay discussions at that point. The outcome of the Special Delegate Conference will mandate and determine how the Executive Council proceed further in this campaign.
Representation to the Special Delegate Conference will be in accordance with Rules 5.3 to 5.8 of the INMO Rule Book. Branches and Sections will need to meet formally in order to nominate delegates to attend the SDC. Nomination forms will be issued to you separately.
