In view of important developments, in a number of areas, I would like to update you as follows:
1. Emergency Department Industrial Action
As you will be aware, arising from severe overcrowding and staff shortages, the INMO recently served notice, on all employers, of strike action, in Emergency Departments. The campaign will commence in seven hospitals on Tuesday, 15th December 2015, with rolling two hour work stoppages.
I now wish to advise that the Workplace Relations Commission (WRC), formerly Labour Relations Commission, has intervened in the dispute and initial discussions took place, under the Chairmanship of the WRC, yesterday, Thursday, 3rd December 2015, between the INMO and health service management. These discussions, which were constructive, are to recommence at 11.00 a.m. next Monday, 7th December 2015, and are expected to be intensive over the following days.
While it is hoped that these discussions will lead to a satisfactory outcome the Organisation continues to plan, at hospital level, for the dispute action and strike committees have been established etc.
Further updates will issue, in the course of next week, in relation to this matter.
2. Nursing and Midwifery Board of Ireland (NMBI)
In relation to the NMBI two significant issues have happened in recent days as follows:
Following the recent election, for three seats, the Organisation is delighted that our member Lorraine Bishop Clarke, for the Education Seat, was elected.
The Organisation would like to extend our best wishes to Madeline Spiers (General Seat) and Rachel Howe (Children’s Seat) who were unsuccessful in the recent election. The INMO would like to express its appreciation, to both Madeline and Rachel, for coming forward, to contest the seats, and we look forward to working with them, on other Organisation activities, into the future.
The INMO would like to congratulate the successful candidates, Karen Canning (General Seat) and Breda Liston (Children’s Seat), and to wish them well during their term of office. It is vital, seeing as there are only 8elected nurses on a board of 23, that all elected members, on NMBI, work closely together to achieve the desired objectives, for the Nursing and Midwifery professions.
(ii) NMBI Review
The INMO met with the President (Paul Gallagher), Board members and the Interim CEO, of NMBI, yesterday afternoon (Thursday, 3rd December 2015), in the context of two external reports examing the structures and financial management processes within NMBI.
At this meeting the NMBI team declined to furnish us with copies of the two reports and only agreed to give us the recommendations contained in the organisational review report carried out by Crowe Horwath Consultants. The INMO indicated that this was totally unacceptable and amounted to an attempt at secrecy. In addition we stated that the NMBI could not expect registrants to restore their confidence, in their regulatory body, when the same body declined to provide the registrants with full details of the outcome of the recent reviews. This matter is to be discussed, in detail, by the INMO’s Executive Council, when it meets on next Monday and Tuesday, 7th and 8th December 2015, and a further advice note will issue, to all members, immediately afterwards.
3.(i) National Conference
On last Wednesday, 2nd December 2015, the Organisation had a very successful national conference, on the theme of the Funding and Structure of a Public Health Service, in Croke Park. The conference arose from the passing of a motion at last May’s ADC.
The conference was attended by over 120 branch/section officers and nurse/midwife representatives with the feedback being very positive.
Full details of this conference will appear in the December/ January edition of the World of Irish Nursing and Midwifery which all members will receive in the coming days. In addition copies of the presentations are available on the INMO website (www.inmo.ie).
(ii) National Branch/Section Officers / Nurse/Midwife Representatives Meeting
In the afternoon session, at the gathering last Wednesday, members present were fully briefed on a range of current issues/campaigns being followed by the Organisation.
These included such issues as the Campaign of Excellence in the ID Sector, the Nursing and Skill Mix Taskforce, the Midwifery Manpower Planning Project and all major IR issues. The issue of recruitment was also considered by the meeting.
Full details of all the reports given will also appear in the World of Irish Nursing and Midwifery journal due shortly.
