National Campaign 2016

Dear Member,

I refer to previous updates with regard to our nationwide consultation, with members, in relation to the critical issues of:

  • staffing levels;
  • working hours; 
  • workloads; and
  • pay restoration.

As you may have seen our Executive Council, at its meeting on Tuesday, 8th November 2016, considered, in great detail, the feedback from this consultation, workplace meetings and the many email correspondence, from individual members, received in recent days.

As a result the Executive Council unanimously decided the following:

1.    Staffing/Recruitment/Retention Crisis

The Organisation will now commence a nationwide ballot, of all members in the public health service, seeking a mandate, for industrial action up to and including strike action, in order to secure:

  • incentives aimed at enhancing the ability of health employers to recruit and retain nursing/midwifery staff; and
  • secure adequate safe staffing levels, or to contract services (through bed closures/curtailment of community services), to a level appropriate for the provision of safe care and a safe working environment, for members.

In this regard you are asked to note the following:

  • workplace information meetings, and opportunities to ballot, will take place between Thursday, 24th November 2016 and Thursday, 15th December 2016:
    • these workplace meetings will provide full information, to members, with regard to the ballot, campaign objectives and the nature of the industrial action which will include the options of a work to rule and, one day strike action, as determined by the Executive Council;
  • the exact times and dates of workplace information meetings, and balloting, will be circulated, to all workplaces, in due course following consultation with local representatives;
  • the ballot result will be known on Thursday, 15th December 2016; and   
  • the Executive Council will meet, in special session, on the afternoon of Thursday, 15th December 2016, to consider the outcome of the ballot and, subject to a mandate being obtained, determine the next steps in the campaign and the timeframe for the commencement of industrial action.

All members, in the public health service, are urged to make every effort to attend the local information meetings and cast their ballot.

2.    Pay Restoration

In addition, and as a second strand to this campaign, the Executive Council also decided that the INMO will, in conjunction with our public service union colleagues, seek, and participate in, early discussions, with government, for the purposes of delivering an acceleration in the restoration of pay, and other conditions of employment, which were cut in recent years.

In that regard the following should be noted:

  • the INMO has already met, earlier this week, with the Officers of the Public Services Committee (ICTU) in order to appraise them of this strategy and to support the demand for early engagement with government; and
  • in response to this stance, by the Public Service Committee of ICTU, the Minister for Public Expenditure and Reform has indicated that he will hold early talks, with public service unions, to discuss recent developments and how to address the challenges that have now arisen:

-    the INMO will actively participate in these discussions when they commence.

Summary

Members have spoken and they have clearly indicated they can no longer endure the current working environment, will not accept having their professional judgement disrespected or ignored by management and want early restoration of their pay.

It is now essential that the INMO membership, in the public health service, give the Organisation a clear, and unambiguous, mandate.   This will allow us pursue the two objectives of special recruitment and retention measures, to address the current crisis, and to seek acceleration, in conjunction with other public service unions, the restoration of pay which was cut in recent years.

All members are therefore asked to make every effort to attend information meetings, and cast their ballot, in their workplaces, on the dates and times that will be made known to you once local arrangements have been finalised.  

Further updates, with regard to this national campaign, will issue on an ongoing basis through our website and our social media platforms.
