Emergency Number 1

Public Service Pay and Reform 2010-2014   - Proposed Agreement 
 
Conference endorses the recommendation of the Executive Council to reject the proposals which emerged from talks, chaired by the  Labour Relations Commission and which are referred to as the “Croke Park” proposals on Public Service Pay and Reform 2010-2014

In recommending rejection, conference also resolves that:

  1. The commitments to the ongoing review of pay cuts, already imposed and that no further cuts would be mad are highly conditional and cannot be relied upon
  2. The requirements to accept cuts of 3,500 acute hospitals beds and a reduction of 6,000 health service staff are unacceptable
  3. the requirement to accept the continuation of the moratorium on recruitment and promotion is also unacceptable as it is crude, decreases the numbers of staff in frontline services and seriously compromises patient care; and
  4. the rejection of the current proposals will bring an end to the current campaign of action and that any further involvement of INMO members, in the wider public service campaign of industrial action, will require a fresh mandate following a ballot of INMO members.

Conference, therefore, calls on all INMO Members to reject the “Croke Park” proposals in the interest of their patients and their own health, safety and well being.

Emergency Motion No. 2

Promoting a Better Health Service For all

Conference endorses the INMO Executive Council “Promoting a Better Health Service for All”.
Conference also directs that these proposals should form the platform for any future discussions, whether with central Government or the HSE, on Public Service Pay or Reform of the
Health Services.

 Emergency Motion No. 3

Conference resolves to support INMO members in Beaumont Hospital who are currently undertaking a ballot for industrial action in response to a unilateral and unsafe decision by management to place additional beds behind doors, and on corridors, on inpatient wards.
 
This historically failed initiative was instituted, supposedly to provide relief for the over crowded Emergency Department, but has already failed in this regard, leading to an overcrowded hospital and overcrowded Emergency Department. This development propels healthcare into a dark past in one single step, and it is dangerous for patients, while further demoralising nurses working in cramped and understaffed environments.

This hazardous and unjustifiable development is now taking place against the backdrop of plans to close two wards in the hospital which will cause chaos firstly in the Emergency Department and then in every ward in the hospital.

In this regard Conference further resolves to support, by all means possible, the staff in the Emergency Department of Beaumont Hospital who have not been assisted by the tried, failed and dangerous placement of beds behind doors and on corridors and in a hospital where they are now closing  62 beds .
