PROPOSED PAY AGREEMENT - Second Module - Towards 2016
EXECUTIVE COUNCIL RECOMMENDATION
The INO’s Executive Council, following assessment and analysis of all of the foregoing matters, and the feedback from the recent series of regional meetings, is recommending that members vote to ACCEPT the proposed pay agreement in workplace ballots over the next two weeks.
PUBLIC SERVICE PAY (COST OF LIVING)
The agreement involves an increase of 6% over 21 months structured as follows:
- an initial pay pause for 11 months;
- 3.5% increase from 1st September 2009 (first phase);
- 2.5% increase from 1st June 2010 (second phase). This will increase to 3% for workers earning less than €11 per hour.
The pay agreement will expire on 30th June 2010.

INCREASES FROM SECOND PUBLIC SERVICE BENCHMARKING BODY REPORT:
Increases due to Directors/Assistant Directors of Nursing/Midwifery (and related grades) and the Clinical Nurse/Midwife Manager 3 grade are as follows:
- Directors/Assistant Directors (and related grades) 5% of the 10% recommended and Clinical Nurse/Midwife Manager 3 grade 5% of the 6.8% recommended - all effective from 1st September 2008.
- Payment of the balances of these awards will be the subject of further discussions in 2010.

OTHER KEY ISSUES:
- continuation of provisions of Towards 2016 (section 19);
- OECD Review of Public Service (section 21); and
- the establishment of the Health Forum (section 23).

INO SPECIFIC ISSUES - UPDATE:
Nationwide introduction of 37.5 hour week:
• over 85% of INO members now have 37.5 rosters agreed;
• further statement from NIB awaited on how to deal with remaining locations.
Implementation of benchmarking finding with regard to regrading Staff Nurses to CNM1 in ID sector:
• joint process, involving management and INO, now established to agree numbers/locations of staff nurse posts to be regraded arising from this benchmarking finding.
Implementation of outstanding third party agreements:
• joint review group now established to agree the full implementation of all outstanding third party agreements (Labour Court/Rights Commissioner recommendations and staffing reviews).
Labour Court examination of outstanding pay claims for Staff Nurse, CN/MM1, CN/MM2 and PHN grades:
• awaiting further meeting with Labour Court to determine how these claims can be progressed

WORKPLACE BALLOTING
Opportunities to cast your vote will be provided, in your workplace, at dates and times notified locally, with all ballots having to be completed by Wednesday, 12th November 2008.
ICTU SPECIAL DELEGATE CONFERENCE
The result of the INO ballot, which will be known on Friday, 14th November 2008, will determine how the INO’s 26 delegates vote at the ICTU Special Delegate Conference which will take place on Monday, 17th November 2008.
BUDGET 2009
The Executive Council will meet on 4th November 2008 to assess the impact arising from the proposed health allocation for 2009. The INO is resolved to actively participate in the required campaign to protect the public health service.

Please note that the Executive Council are recommending acceptance of the proposed pay agreement.
